At Mobile World Congress earlier this year, GMS and Shabodi announced a partnership focused on helping mobile operators expose and monetize network capabilities through APIs. On the surface, that may sound like another addition to the growing list of Network API announcements flooding the telecom industry.
But after speaking with David Vigar from GMS and Surash Patel from Shabodi during a recent CPaaS Talk, it became clear that this conversation touched something much deeper — and much more important.
Because beneath the terminology, the APIs, the CAMARA discussions, and the platform integrations lies a much bigger question:
Who is actually buying this?
That may sound blunt, but it is rapidly becoming the defining issue for the entire Network API movement.
The Industry’s Dangerous Assumption
For years, the telecom industry has focused heavily on standardization, exposure layers, interoperability, and technical readiness. Important work, absolutely. But somewhere along the way, much of the industry started assuming that if APIs existed, developers and enterprises would naturally come.
That assumption is now being tested.
And the GMS–Shabodi conversation highlighted why the next phase of the market will not be won by the companies with the most APIs. It will be won by the players that solve real enterprise problems.
Enterprises Do Not Buy APIs
David Vigar framed the opportunity very clearly during the discussion. Enterprises are increasingly looking for richer data and network intelligence to improve customer journeys, reduce fraud, and create more secure digital experiences.
That matters.
Because fraud prevention, authentication, identity verification, and customer trust are not theoretical telecom use cases. They are board-level business problems. Enterprises already spend billions trying to solve them.
The opportunity for operators is not simply exposing network data. The opportunity is exposing business value.
That distinction changes everything.
The telecom industry has often talked about Network APIs from the perspective of infrastructure enablement. But enterprises do not buy infrastructure enablement. They buy outcomes.
They buy lower fraud.
They buy better onboarding.
They buy smoother authentication.
They buy more trusted digital interactions.
They buy operational efficiency.
They buy revenue growth.
Beyond Another API Exposure Layer
This is exactly where the conversation became interesting.
Rather than positioning itself as just another API exposure layer, Shabodi is positioning itself around orchestration, flexibility, and enterprise enablement. That is a very different story.
Surash Patel described a vision where operators can participate in the API economy even if they are not fully 5G standalone or fully cloud-native yet. That is important because one of the hidden challenges in the industry today is that only a relatively small group of operators are truly ready for the most advanced network-native use cases.
The reality is that telecom transformation remains uneven.
Some operators are highly advanced.
Some are still modernizing core infrastructure.
Some are somewhere in between.
If the industry only builds for the top tier, adoption remains limited.
Orchestration May Matter More Than APIs
What Shabodi appears to understand is that orchestration and abstraction may become just as important as the APIs themselves. Enterprises do not want to deal with fragmented operator environments, inconsistent implementations, or telecom complexity. They want simple access to capabilities that create business value.
This is where the market starts shifting from pure exposure toward aggregation and orchestration.
And frankly, this is where many telcos still struggle.
The industry continues to spend enormous amounts of time discussing technical frameworks while underinvesting in commercial ownership, developer adoption, ecosystem partnerships, and enterprise go-to-market models.
The telecom sector still has a tendency to believe that standards alone create markets.
History says otherwise.
The cloud industry did not win because infrastructure standards existed.
CPaaS did not explode because APIs were standardized.
AI is not accelerating because models are technically impressive.
Those industries succeeded because they connected technology to immediate business outcomes and ecosystem momentum.
APIs Without Demand Are Meaningless
That ecosystem momentum is still largely missing in Network APIs.
During the discussion, one theme repeatedly surfaced:
APIs without demand are meaningless.
That sentence may sound obvious, but it captures the current reality perfectly.
Today, many operators are still measuring progress by:
- number of APIs launched,
- operator signatories,
- technical interoperability,
- standards alignment.
But enterprises are measuring something completely different:
- does this solve a business problem?
- does it reduce cost?
- does it improve security?
- does it improve customer experience?
- does it generate revenue?
The gap between those two perspectives remains enormous.
And this is why partnerships like GMS and Shabodi matter.
Because they signal a broader industry transition away from “build it and they will come” toward “solve something enterprises already care about.”
The AI Era Changes the Stakes
That shift also aligns with a larger trend reshaping telecom: AI-ready infrastructure.
As AI becomes more distributed, real-time, autonomous, and agentic, networks themselves become increasingly strategic. Latency, trust, security, identity, edge processing, and sovereignty all become critical components of future digital architectures.
In that world, programmable networks absolutely matter.
But programmable networks alone are not enough.
The winners will be the companies that simplify complexity and translate network capabilities into consumable enterprise services.
This is why orchestration layers, aggregators, and ecosystem enablers are becoming strategically important. Enterprises do not want to navigate the complexity of dozens of operator relationships or inconsistent API environments. They want abstraction. They want integration. They want outcomes.
And perhaps most importantly, they want speed.
Telecom’s Biggest Risk
That is where the telecom industry still faces its biggest challenge.
AI is moving at extraordinary pace.
Cloud platforms move quickly.
Developer ecosystems move quickly.
Startups move quickly.
Telecom historically does not.
The danger is that operators spend years perfecting technical frameworks while hyperscalers, security vendors, AI players, and CPaaS providers move closer to enterprise ownership.
That risk is real.
At the same time, operators still possess enormously valuable assets:
- trusted customer relationships,
- identity,
- authentication,
- network intelligence,
- local presence,
- regulatory alignment,
- edge infrastructure.
Those assets remain highly relevant in the AI era.
But relevance alone does not create markets.
Commercial execution does.
Network APIs Need a Business North Star
This is why the industry now needs a clearer North Star for Network APIs.
Not a technical North Star.
A business one.
The next phase of the market should not focus primarily on:
- how many APIs exist,
- how many operators joined,
- how many standards were approved.
It should focus on:
- enterprise adoption,
- monetized use cases,
- ecosystem acceleration,
- customer value creation,
- scalable business models.
That is ultimately what made the GMS and Shabodi discussion refreshing.
It was not a conversation obsessed with technical elegance.
It was a conversation about customers.
And right now, that is exactly what the Network API industry needs most.
